COVIDSafe Plan
To all entering the Warneet North Boat Club premises.
Applicability:
This plan was developed in accordance with the DEPARTMENT OF HEALTH AND HUMAN SERVICES (DHHS) initial requirement dated 28th September 2020, the COVIDSafe Summer Restrictions issued 6th December 2020 and further refinements and guidance subsequently issued by the Victorian Government in response to the Covid-19 Pandemic.
The requirements contained in this plan must be followed by every person coming on-site until otherwise advised.
Permitted Activities:
Slipping, Boat Maintenance, Mooring Inspection and Maintenance, Infrastructure Maintenance, Safety and Security Inspections, Club Administration and Management, Emergency Response, Limited BBQ cooking.
Activities NOT-Permitted:
General Socialising, Cooking in the Kitchen, Loitering in the Kitchen or Clubroom.
Site Entry and Exit:
Prohibition
NO-ONE MAY COME ON-SITE WHILE
INFECTED OR HAS BEEN TOLD TO SELF-ISOLATE OR IS AWAITING THE RESULTS OF A TEST
OR
HAS BEEN IN THE PRESENCE OF A PERSON WHO IS INFECTED OR HAS BEEN TOLD TO SELF-ISOLATE OR IS AWAITING THE RESULTS OF A TEST.
The plan requires everyone coming on-site to complete a Covid-19 Declaration. Its aim is to prevent an infectious person coming on-site but it cannot guarantee it. Other restrictions are necessary to further limit the risk.
Persons authorised to enter
Members of the WNBC. Members of the Warneet Fishing Club for specifically identified activities, Other persons specifically authorised by the Committee and persons acting on behalf of the Victorian Government are allowed entry but must be accompanied by a club member.
Persons NOT authorised to enter
Members of the Public, Family Members and Friends (see Specific Exceptions below), Guests, Children (under 18 years unless strictly supervised).
Site Access Log
Everyone coming on-site and leaving the site must record the fact in a SITE ACCESS LOG located in the Clubroom. The term ‘on-site’ includes tender access and on-water activity undertaken by the club on behalf of its members.
COVID-19 Declaration
Everyone coming on-site must complete a COVID-19 Declaration and maintain its currency. Declaration forms are held in the SITE ACCESS LOG. This declaration states that you are NOT aware of any impediment to prevent you coming on-site.
Specific Exceptions
Slipping. All slipping will be managed by the SlipMaster and supporting member(s) of the club. To assist the movement of Boats entering or leaving the yard, the Boat Owner might draw additional crew members from family or friends. A boat crew of 4 people is typical and sufficient.
All boat crew members must record their presence in the Site Access Log and complete a COVID-19 Declaration. Once the slip is complete, supporting family or friends must vacate the site.
Boat Maintenance. Maintenance activity undertaken by a Boat Owner may be supported by 1 other person drawn from family or friends. This other person can only be on-site in the presence of the Boat Owner and must record this fact in the Site Access Log and complete a COVID-19 Declaration.
Precautionary Behaviour:
Work Areas
Maintenance Bays across the yard, Machinery space in front of the WinchRoom, the WinchRoom during slipping and when used for supplies storage and retrieval, the Mooring Platform, the open space known as Pete’s Corner for Management and Strategy meetings.
Access Areas
Toilets, Toolroom (aka WinchRoom), the Kitchen for drink preparation, the Clubroom for Site Access Log data entry and refrigerator access. These areas are for transient access only and are not to be used for maintenance work or lunch or tea breaks or other gatherings. If you need to sit, do so outside. If you need to socialise, do so off-site.
Physical Distancing
The legislated restrictions on Social Distancing will be followed. With some tasks, the risk of physical injury is a real possibility. Specific tools or multi-person muscle may be required to complete the work safely. Boat engine maintenance and mooring inspections are examples. In such cases, Social Distancing restrictions can be relaxed for short periods of time.
The guidance on the number of people in close proximity is unclear for an organisation such as the WNBC. Until otherwise advised and aiming to be faithful to what has been published, meetings outdoors will be limited to 10 persons or other number if nominated by the published restrictions.
Maintenance activity on individual boats will be limited to 2 persons suggesting a maximum of, say, 20 people spread throughout the yard at any one time. Past experience indicates this number will never be reached.
Crew numbers on the Mooring Barge is limited to 4. All must be WNBC members.
Infrastructure Maintenance tasks should aim for no more than 5 persons being involved. The bi-annual Working-bees are on hold until otherwise allowed.
Face Masks
The legislated restrictions on the wearing of Face Masks will be followed. Face Masks are to be worn on entry and exit from the site and in the designated Work and Access Areas. Specialised breathing equipment may act as a substitute.
Hygiene
Because membership allows independent access to the premises at any time, club members are responsible for taking their own Hygiene and Sanitation precautions. Club members should also educate and oversee Hygiene and Sanitation precautions taken by other authorised persons in their company. Sanitation of shared machinery and equipment is the personal responsibility of each member. Suitable supplies will be provided by the club.
Cleaning
Site-wide cleaning is irregularly undertaken by the club. The risk of infection via surface contamination has been reduced by constraining work to designated, outside and individual work spaces. Even so, suitable supplies will be provided by the club to enable spot cleaning.
Should a Covid-19 hotspot eventuate on club premises, temporary closure and deep cleaning of the site will be pursued in accordance with any advice received from the relevant Victorian Government authorities.
Responding to a Suspected Infection:
Infectious Period
A person can be infectious up to 48 hours before symptoms become apparent and remain so for days thereafter. If symptoms do not become apparent, a person is deemed to be infectious from 48 hours before a test is taken.
Advising Club Management
If an infection is suspected while on-site:
1. inform those currently present;
2. inform club management (an immediate telephone call should be made if necessary to one of President, Secretary, SlipMaster, Treasurer, other committee-person);
3. vacate the site (that means all persons);
4. seek medical help;
5. further advise club management on your progression and status; and
6. do not come to site until a Negative Test result is received.
If an infection is confirmed while off-site:
1. inform club management (an immediate telephone call should be made to one of President, Secretary, SlipMaster, Treasurer, other committee-person);
2. act as directed by medical and government authorities; and
3. do not come to site until a Negative Test result is received.
Club Action
The committee will:
1. determine from the SITE ACCESS LOG who is potentially affected;
2. decide whether partial / full site closure is necessary;
3. organise appropriate deep cleaning;

4. formally Report to DHHS;
5. act as directed by government authorities; and
6. manage the resumption of operations.

Following the requirements contained in this plan will significantly reduce the risk of catching or spreading the Covid-19 virus while on-site. Updates to the COVIDSafe Plan will occur as necessary to remain aligned with published guidance and restrictions.
